#39 HAQQ Mainnet v1.8.0 Upgrade

This proposal initiates a software upgrade v1.8.0, introducing EVM Extensions with precompiled smart contracts. This upgrade will enable dynamic state management and allow direct interaction between Solidity smart contracts and Haqq network native modules such as IBC or Staking. This feature, provided by Evmos SDK, will enable users to interact with almost every network feature via EVM module and deploy Solidity smart contracts utilising native network functionality.
